Why is it The FBI and The CIA, but NSA (National Security Agency), NASA, NOAA and NIH (National Intitutes of Health) are not emphasized the same way?

The NFL and The NHL are the 2 exceptions that come to mind....but then there's the non emphasized MLB and NCAA

to reference the dictionary,
used as a function word to designate one of a class as the best, most typical, best known, or most worth singling out (this is the life) (the Pill) -- sometimes used before a personal name to denote the most prominent bearer of that name
