Baltimore fad or national trend?

I'm hoping that its not the new trend, and just some Baltimore Fluke, but I've seen 2 people this morning, both women, sporting Jeff Spicoli hair.

ugh! but i hate to admit ... it is possible that it is a new thing. I have seen many terrible perms and icky styles a'la Fast Times recently.
